    In October 2012 with the support of the United Nations Development Programme (UNDP) Botswana the National AIDS Coordinating Agency (NACA) carried out a study to assess the Botswana legal and policy environment affecting access to affordable medicines in Botswana. A focal area of the legal and policy analysis was how the country has domesticated the public health related provisions of the World Trade Organisation (WTO) Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS).

    The National Policy on HIV and AIDS was first developed in 1992 and then later revised in 1998. In the context of a multi-sectoral response and within a weak national legislative environment for HIV and AIDS, the policy sought to provide appropriate guidance for the development and implementation of the national response. Its design and articulation, however, often produced confusion regarding the role of the national policy versus the role of the national strategic plans for HIV and AIDS, each providing strategies and implementation guidelines.

    The 2012 Human Development Report for Africa explores why dehumanizing hunger remains pervasive in the region, despite abundant agricultural resources, a favorable growing climate, and rapid economic growth rates. It also emphasizes that food security – the ability to consistently acquire enough calories and nutrients for a healthy and productive life - is essential for human development.

    The Declaration states that a successful national HIV and AIDS response should be measured by the achievement of concrete, time-bound targets. It also calls for careful monitoring of progress in implementing commitments and requires the United Nations Secretary General to issue progress reports. The purpose of the reports is to document challenges and constraints and recommend action to accelerate achievement of the set targets.
