Strengthening governance institutions to accelerate progress towards achieving national development goals

Project description

The aim of the project is strengthen governance institutions at all levels  to design, formulate and implement evidence based responsive policies, legislation, programmes and projects  and  to accelerate progress towards Vision 2016 goals, NDP10 goals, MDGs and Millennium Declaration.  This is intent ended  to ultimately increase accountability and responsiveness of governing institutions.

These to be achieved through the following: Development  and piloting of  leadership programmes suites;  development of quality assurance framework for the Botswana Public Service College (PBSC); capacity development including training, coaching, attachments for BPSC staff at the Public Service College of Singapore; supporting  development & implementation of  Decentralization Policy; support implementation of the Public Service Act as well as capacity strengthening for implementation; support the review of the Corruption and Economic Crime Act; capacity development for key community structures & councilors to be able to input in policy processes; and conducting assessment on effective community engagement methods.

Project accomplisments

As a result of the support from the project, the Botswana Public Service College  has completed six  Executive Leadership Programme modules as part of the Botswana Capacity Building Project to  strengthen  capacities of public sector  staff at all levels.  A pilot project of two groups has been completed  for the Permanent  Secretaries and Deputy Permanent  Secretaries   completed the six modules.  32 senior officials have been trained.   This will cascade to other levels including Directors  as the next batch. An evaluation is planned for next year  to  assess impact and for a roll out. 2.  The Botswana Association of Local Authorities has completed the Code of Conduct for Councilors and its being rolled out in district councils.

Project funding and implementation

The project is funded through a cost sharing arrangement between UNDP and Government of Botswana. It is implemented in partnership with Botswana Public Service College, Vision 2016 Secretariat, Ministry of Local Government and Rural Development, Office of the President , Directorate on Corruption and Economic Crime, Botswana Association of Local Authorities, National Assembly, Public Procurement Assets Disposal Board (PPADB0, National Strategy Office.
