The project is implemented via National Implementation Modality (NIM). However, where expedient, procurement of assets and selection of implementing partners and activities is conducted via the UNDP Programme and Procurement Services in accordance with the organisation’s financial rules and regulations, and against the budget presented in the project document, under the rubric of the value for money principle.

The Implementing Partners:

  1. Administration of Justice;
  2. Attorney Generals Chambers;
  3. Directorate on Economic Crime and Corruption;
  4. Legal Aid Botswana;
  5. Ministry for Immigration,Nationality and Gender Affairs;
  6. Ministry for International Affairs and Cooperation;
  7. Ministry for Local Government and Rural Development;
  8. Ministry for Presidential Affairs, Governance and Public Administration;
  9. Ministry for Youth Empowerment, Sport and Culture Development;
  10. Ombudsman’s Office;
  11. Parliament; and the
  12. NGO-Council.

Modality of Partnership with the Government of Botswana
The Joint Co-Chairs of the Project Board are the United Nations Development Programme Resident Representative and the Permanent Secretary for the Ministry for Presidential Affairs, Governance and Public Administration, who has since delegated authority to the General Counsel.

As the lead Ministry on Governance in Botswana, the Ministry for Presidential Affairs, Governance and Public Administration is tasked with the overall coordination of the project. However, this governance structure does not envisage that other ministries and implementing partners are accountable to the lead Ministry for their results, although reporting is done through the Ministry.

The Project Board members are the Implementing Partners and the United Nations Development Programme project team. An additional governance body, the Technical Working Group, was established in August 2018 to facilitate technical guidance and exchanges on lessons learnt during the programme cycle. This body is chaired by the Ministry for Presidential Affairs, Governance and Public Administration.
