The strategy is developed by the Ministry of Natural Resources Conservation and Tourism through the Department of National Museum and Monuments and Department of Environmental Affairs. This is implemented in partnership with the United Nations Development Programme through the Global Environment Facility Small Grants Programme (GEF/SGP), the World Heritage Centre of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and with financial support from the Government of Flanders (Belgium). The COMPACT model in Botswana is part of a UNESCO initiative “Engaging local communities in the conservation and management of World Heritage Sites in Africa”. The development of the strategy followed the adoption of the three closely linked core elements of the COMPACT model, being baseline assessment, conceptual model and site strategy. It is underpinned by three COMPACT guiding principles to support its effective implementation, participation, landscape approach, and adaptive management.
