Botswana National Informal Sector Recovery Plan

In response to the outbreak of COVID-19, UNDP supported the Ministry of Investment, Trade and Industry and the Local Enterprise Authority to develop an informal sector recovery plan (ISRP). The Informal Sector Recovery Plan was developed to support the recovery of the informal sector from the effects of COVID-19 in the short to medium term. It is also intended to ensure that the informal sector businesses are enabled to build resilience against future shocks beyond COVID-19. The process of development of the ISRP involved extensive consultations with a wide range of stakeholders, including the informal sector representative associations. A situational analysis of the informal sector revealed that the sector is very important to the economy. It contributes about 5.3% to the economy and employs over 190,000 people, most of them women and youth. The informal sector was highly affected by COVID-19, with over half of them unable to make any income during the first nationwide lockdown. The plan is anchored on two Strategic Goals. The first goal focuses on the Establishment of Informal Sector Facilitation Structures Within the First Year of the COVID-19 Pandemic and the second is the Economic Revitalization of the Informal Sector. Government has, designated LEA as the lead in the implementation of the recovery plan and several actions are already being implemented. UNDP will continue to render support to the implementation of certain aspects of the recovery plan.
